garbled date

Hello.

There is a problem in localize(?) at the date.
(It might be a problem only on win32)

I cannot be solved though the setting of locale was variously tried.
(LANG, LC_TIME, chcp 437)

It becomes a strange date when locale existed together display.

- $date$ of the RCS key word is garbled. ($Id$ does not)
- svn ann(=blame) -v

% svn ann -v a.cpp
        :
4761 username 2004-02-26 22:10:05 +0900 (XX, 26 2 2004) #include "stdafx.h"
        :
(XX is a day of the week)
