I find myself preferring the zip file. Once one version is installed and
the path is set, it's fairly easy to upgrade:

Rename your old installation from C:\Subversion to C:\Subversion-old (just
in case something goes wrong). Unzip the new version in the parent
directory of your current installation (C:\ for me). Then rename its
top-level directory to "Subversion". You're done! Test the new version and
remove the old one once the new one is confirmed working.

I install to the top-level directory to keep my path short. I don't like
installing a command line program into the Program Files tree because that
puts a space in the path, which I hate. (For random utilities, I install
them to C:\bin. Subversion is a suite of files, so I give it its own
top-level directory. But if I found myself doing that a lot, I'd put it
under C:\bin\Subversion.)
