Yes - I think you could do this. You have several options:
1. Write your own resource adapter to do create, update, delete, disable etc
for svn accounts - there is a detailed document to create your own adapter.
2. If you use SSH authentication then you could sync up the user if with the
SSH (unix) id.
3. SVN also works with ldap - you could just provision to ldap and there are
out of the box resource adapters for this.
