[OT?] hints on a compatible PL/SQL development IDE

Hi everyone,

i fear this could be a bit offtopic, if it is so, please ignore this
message.

I'm in the need of finding a good Oracle PL/SQL development environment (for
windows); the most important feature is the compatibility with at least the
most basic operations of subversion.

An alternative could be the use of some kind of "proxy" to make "almost
compatible" several commercial tools (like toad (*)) that at this point
support only the legacy SCC semistandard or CVS.

I know (...googling) that a dll proxy from pushok does exactly that for SCC
but haven't tried yet.
Does something like that (a translating proxy) exist for CVS, maybe
server-side?

Is it possible to install a cvs server that can be "somewhat" synchronized
to svn? how, post-commit handlers?

The problem is that I'm completely clueless... can you give me any hint? It
would be really appreciated...

as said, priorities:
1. compatibility with "basic svn"
2. good tool
3. preferably "non closed source"
4....

* ironically enough, toad for sqlserver (microsoft tech...) it seems to
support svn ....
