I think that is not a bug in the general meaning. (It is not because
of 'svndumpfilter' at least)

I peeped at contents of the dump file. It seems that it is
inefficiency. the dumpfile that add/delete many files on every
revision. If anything, I think that it is a problem of the format of
the dump file. Is the '--delta' appropriate or ..
