I still think that a mistaken error message is a bug as it returns an erroneous info and lead to an inconsistent working copy.

And a lot of users will agree that errors should not be ignored: "Oh! As I always see this error, this must be not important..." (??)

And atomic commits are one of svn key features. So if commits are atomic you *do expect* that when you got an error the whole committing process
failed.
If someone think its too hard to fix, ok!...
But it is still a bug for me.
