It's nowhere near that big:

Near the end of that thread (June 24 2007), Erik Huelsmann notes:

         I've found 2 unwrapped cases in libsvn_subr. I'll commit that
         today. I don't think svnsync has any apr_* calls of itself.

... which is why I thought this might be an old bug creeping back in.
