Length of timeout when trying to connect

Hi, I am currently using SVNCPP to embed Subversion into an existing
project. However, there is one small problem which I cannot find a
solution to.

When I give my program a valid IP address that doesn't exist it can't
open a socket to it and takes about 20 seconds before timing out. This
also happens in RapidSVN, the same timeout of about 20 seconds occurs
when I put in the same address. Is there any way of decreasing this
timeout period to something like 5 seconds?
