Not at all. I first started the discussion in LOCKS and CHANGES, but it
turns out that the issue of locking is much more complex, and required a
lot more discussion.

This discussion is only about caching the last known status of outdated
files. Some people have said they wouldn't use this themselves, but
nobody yet has said that it's a bad idea, they object to implementing
it.
