Not that I am aware of; can you describe why you might want to do that?
  AFAICT, the reason for the option originally in CVS was to prevent the
badly designed $Log:$ keyword from expanding the file unnecessarily.
Since Subversion didn't go down that particular rat hole, that reason
vanishes. I'd be interested to know why you want to suppress the
keywords...
