Provide:
a) The OS (and filesystem) on which you get the error
b) The Subversion release (and note build details if it is not a
supplied binary)
c) A reproduction recipe that creates the repository, checks it out,
generates the necessary content and results in the specified error.

It is not clear to me on which system you see the problem or how it is
produced. It is also not clear to me that you have eliminated OS or
filesystem limitations as being causes for the problem.
