Depends upon what you want to track, and how you serve your repository.

For a log of what was done to the repository contents, use svn log
(all access methods).

To see who's checked out from the repository, you can use the Apache
logs if you serve via HTTP (other actions appear here as well). There
is no such logging with svnserve.
