It would still have to ask about all the files that didn't have the
flag set anyway. Depending on how we currently do the query, there
might or might not be a speedup -- it may even depend on RA layer.

I'm interested in the idea! On the other hand, I don't have time to
look into it before 1.5. Edward, if you have time to file an
ENHANCEMENT issue about this, pointing back to this thread in the
archives, that would be a help... (?)
