repository file system permissions issue

Hi all,

Was just trying to setup hot-backup.py as post-commit with a
repository we have, and had some permissions problems. I discovered
that for some reason svnserve is running as root (which seems a
rather bad idea) and that the repository (the actual files on the HD)
is owned by system.

Changing svnserve to run as something else is no problem, but is
there any issue with block changing the permissions on the repository
to something else?
