The Subversion team itself doesn't have a lot of tools, but if you take
a look at tortoiseSVN, subclipse or one of the other tools, these are
all GUI tools. So, there are good UI tools. You can also (through
WebDAV) have a mounted filesystem, which creat revisions for every
change in a file.

There is no API for Subversion to do this. (It also isn't the task of
Subversion to do this) You are looking for a Continuus Integration
Server, like Hudion, Continuum or the like.
