svn co version from svnserve on windows 2003

Hi all,
I have a very annoying problem, which looks like I have made a serious
booboo in configuring or there is a bug in the windows version.
I have installed the windows package from tigris.org:

svn, version 1.4.5 (r25188)
   compiled Aug 22 2007, 20:49:04

The system is running on windows 2003 and uses fsfs and svnserve (with
simple passwords, and no ssh or encryption). I have tried a co from
both tortoise and the CL (using 1.4.5 also). So the problem is that no
matter what revision I tell svn co to get me, it gets me HEAD. Which
was rather annoying when I deployed some that shouldn't have been
deployed the other day!
I thought it might be a client problem, but I have another project
housed on a Suse 10.0 with svn 1.4.3 (compiled manually), and checking
out revision X works like a charm from there.

Is this a bug? A config problem? Should I file?
