I don't think we disagree. I was proposing that the "developer do it
himself" part be a client-side hook, but it could also be a wrapper script
that runs the hook and then invokes "svn commit". The client chooses to run
the program, not the server. No hook is downloaded as part of the commit or
checkout process.
