centrally managing svn properties

Hello,

Is it possible to centrally manage a set of properties to be used by
Subversion users?

I see that Subversion has a set of pre-defined properties (starting with
svn:*). What I would like is to create a few more, in my own organization's
namespace, and have it show up in the Tortoise property picklist when you
try to add a property (right now I only get the svn: properties in the
list).

Is there a configuration file somewhere where I can manage such a property
list?

Also, is there are way to prevent users from creating their own properties?
(I guess the answer is yes, via hook scripts? or is there a better way
though a config setting?)
