Strange problem with svn propset

Hi -

I have been using svn propset on lots of files, but
I haven't seen this before. Anyone understand
what is happening?

svn propset svn:needs-lock --targets 10981C18_OS_10-10-07.xls
svn: Can't convert string from native encoding to 'UTF-8':
svn: ?\208?\207?\224?\161?\177▒?\225
