I'm sorry.
It was my fault.
I've forgot to synchronize the apache modules "mod_authz_svn.so" and
"mod_dav_svn.so" after updating the Subversion installation !
That's why the WebSVN stuff still worked and all other apache based
operations failed.

Lesson leard ;-)

You need to give us more hints. For example, what version were you
using previously? Did you uninstall the old version before installing
the new? Have you seen
