Blair - are you saying that mod_auth_svn and mod_dav_svn are not safe for
use with the worker mpm?

I understand that prefork is the safest and most compatible mpm (c.f.
problems with the worker mpm & php) but I would have thought that one of
the design goals for SVN was performance. Maximum performance is usually -
in my experience - obtained by switching to the worker mpm.

We don't know. Using svnserve we have no idea of svn usage, except 
checkins.
Is there a way of getting this with svnserve?
