This is only true if you purchase a Subversion hosting account from a
service provider (in which case, you should direct those questions at
the providers you are considering working with; you've contacted a
mailing list whose target audience is the *users* of Subversion).

Most companies host their own repository(ies), on their own server(s)
& network(s), for their own use. Which renders the rest of the
questions moot - or at least transfers them to your server
administrators, whose task is to keep your systems secured.
