Automatic read-only setting for tags?

I'd like to prevent people from inadvertently delivering code to tagged
releases (as opposed to the branch it was tagged from).

Does anyone have a simple example of how to do this?

I'm using apache(2) users and ACL (which I know I can manually add new tags
folders into but I'd prefer automagic).

Any suggestions appreciated.
