In my experience "shared" hosting doesn't allow you to do much outside their
'box'. If the host advertises SVN support (there are several companies that
offer hosted subversion - for some that's ALL they do).

I'd recommend an entry level VPS solution to run your own subversion server.

The answer would really depend upon your host. "shared hosting" can be
set up in myriad ways and have many different meanings.
