I restarted the whole computer - not just the Apache process.

I don't see how anything could still be using it if I've restarted the
machine.

Surely open transactions are stored on disk somewhere? Can I not
manually delete the records of the open transactions? I've noticed there
is a db/transactions folder in the repositories.
