Where would one find the RELEASE NOTES?
Are they in the distributed package or on tigris.org somewhere?
I did find on the project status page that changing between the rev's in
question there is not a need to reload the repositories.
I just wonder about mixing the clients?

Not reading the RELEASE NOTES, i'd say yes. the svn protocol was
designed to allow any version of client to interact with any version
of server
check the RELEASE NOTES to be sure though.
