This sounds like you have a folder called "_svn" in the repository and
have enabled the option (on the machine that fails - which I presume is
running windows, and most probably TortoiseSVN) to use _svn instead of
.svn for the special svn properties folders.....
Check on the machine that works that there is both an .svn and _svn
folder to prove this....
