Yes. Question is why you would want to dump/reload the repository? Normally,
newer SVN versions can handle older repositories. A small exception is when
upgrading the BDB library, which sometimes makes an explicit repository
upgrade necessary (I think 'svnadmin recover' does the job, but read the
release announcements).

Also, what do you mean with 'upgrade the server'? If it means switching
hardware architecture (e.g. from 32 to 64 bit system) you have to dump and
reload. If it means adding RAM, you don't.

Other than that, dumping the repository should be part of the daily backup
job. _Subversion is not a backup replacement_!
