emulating clear case.

perhaps a goofy question, but is there a way to emulate Clearcase's ability to create a build from multiple branches?

The use case is:
There is a development branch which contains the majority of that releases code.
There are several long running projects that may or may not hit the release cycle at the same time as the main branch.
We would like to build a branch (or multiple branches) for those long running projects.
We would like for those developers working on those long running projects to be able to work on the long running project branches for those files that will be changing specifically for those projects, but still get the files not affected by those projects from the development branch.

Any help, suggestions or pointers would be greatly appreciated.

We're on on SVN 1.4.4 BTW.
