There's a section in the FAQ on setting up the permissions correctly:

http://subversion.tigris.org/faq.html#reposperms

But I think the problem may be that your web server user (daemon)
isn't allowed to read inside your home directory. You've shown the
permissions of the repository directory and its subdirectories, but
what about its parent directories? /home, /home/sanjaya, /home/
sanjaya/svn? They also need to be accessible to your web server user.
