He's not asking for "svn obliterate" (or "svnadmin obliterate") at all.

He's asking for what has sometimes been called "svn unadd":

Or perhaps you just meant that he should look at issue 516 for an
example of another issue that many have dubbed "not too hard to
implement," but which really is quite involved.
