svn: Not authorized to open root of edit operation

I know that this topic has been discussed at some length already, but I
believe this is a different variation. If someone can tell me what I'm doing
wrong, I will greatly appreciate it. I want to disable all anonymous access
to the repository. When I attempt a checkout from a test repository I
created, I get the above message.

the only time it gives me access is when

[/]
* = r

is set.

otherwise I cannot even do a checkout.
please help or point me in the proper direction.
