The answer is yes but I'm not sure if this will work for everyone.

"DavDepthInfinity" is OFF by default for Apache. Apparently this is an
option used to help manage "denial of service" attacks by preventing
infinite (or in this case MANY) requests; causing the machine to crash.
Source control is typically doing a lot of data transfer which is causing
Apache to refuse further data to be sent. This only seemed to happen on the
local network because my bandwidth was so high (>1MB/sec on LAN) and only
~60KB/sec over the web.

I haven't seen the problem pop up since I reset the server with this value
to ON.
