Subversion does not offer that feature.

There is a branch of Subversion, called the owner-group-mode branch,
which attempts to offer this feature. However, it has not been
touched in about 2 years and is thus out of date.

You may wish to look into FSVS which is based on Subversion and may
offer that feature.
