What help? Do you mean the output of "svn help"? The output of "man
svn"?

Have you set your LANG variable correctly, including the charset
you'd like to have?

If you're experiencing a problem, you should show us the command you
used and the output you got, the version of Subversion you're using,
the OS you're on... Please see:
