Is it possible to build Apache module when libraries are installed in system?

   Is it possible to build and install `mod_dav_svn' module without
rebuilding all framework, if subversion is already installed in system,
but without this module?
   For example, when subversion was installed without Apache support,
but later Apache was installed?

   FreeBSD ports users need such build mode to divide packages to
"without-apache" and "with-apache" parts.
