Can't get exclusive lock on file '.../db/transactions/248-1.txn/rev-lock': No locks available

I can no longer commit to my repository all attempts give me
"Can't get exclusive lock on file
'.../db/transactions/248-1.txn/rev-lock': No locks available"

I've tried from multiple machines using svn:// urls and even on the
server using file:/// urls but I always get the same message. I've
tried restarting snvserve, checking out a fresh copy, but still get
the same message. How do I fix this?
