how to set proxy settings

i am using Ubuntu 7.04 version, and want to connect with Theora svn.
svn was successfully installed, but when i follow the way that described on
http://www.theora.org/svn.html

it gives the following error.

svn: PROPFIND request failed on '/trunk/theora'
svn: PROPFIND of '/trunk/theora': could not connect to server
(http://svn.xiph.org
)

i am using the SVN behind a proxy, the reason for the error may be that. so
help me to solve this problem
