feature request: allow cc email in commit comments.

The project manager doesn't want to get an email every time we do a
commit, but it would be nice to be able to add 'cc pm@someserver.com',
and have them added to the post-commit email list, when we've hit
certain milestones.

I apologize if this has been covered already, but it's a tough one to
search for (using terms like 'post-commit trigger email cc').
