Revision Missing Understanding

Is the Revision suppose to be "by project"?

I have the following hirerchary:

Project 1: /home/svnProjects/projects/project1

Project 2: /home/svnProjects/projects/project2

Project 3: /home/svnProjects/projects/project3

Project 4: /home/svnProjects/projects/project4

However, the revision number is counting UP every time I do a change in
any of the projects. Shouldn't the revision number be unique per project?
