You might want to consider
http://code.google.com/p/gvn/
or for instance we are developing Yanel (http://yanel.wyona.org) which
is able to use SVN as data repository
and has workflow implemented, but one needs to set the workflow through
its webinterface or through Yulup (http://www.yulup.org)
