It just sounds like your disks are too slow.
I'd suggest creating a very wide stripe of disks.

Our (fsfs) svn repo is striped across six 10k rpm disks,
on a machine with relatively feeble cpus, which
has occasionaly heavy memory pressure due to running
many oracle instances.

I haven't had any complaints about svn performance.
