Permissions problem.

Fedora core 7 install.
Usage: Small network at home, plus external facing server hosting
subversion.

Using Apache 2 as the server.
I've had similar setup working OK on FC5 and Ubuntu.

I'm now getting permissions problems.

From a windows box,

>svn import file http://10.0.0.137/repo -m "test"
svn: Can't create directory '/subv/db/transactions/0-1.txn': Permission denied.

On the server I've set apache as the owner:group for the /subv directory.
I *thought* that apache would run the subversion tasks and hence should have
the appropriate rights?
I've also set the password file as being owned by apache.

I've never previously had to go to the lengths outlined at
http://svnbook.red-bean.com/nightly/en/svn.serverconfig.multimethod.html

suggestions please?
I'm a bit lost without my subversion server!

TIA
