Well, while I cannot say I have a "fix" I can say I have a workaround.
Seems that if I edit my /usr/lib/subversion/hook-scripts/commit-email.pl
script to invoke sendmail directly rather than do SMTP to 127.0.0.1 all
is well, the script does not fail and I then do not get the assertion
message from the client.

I've no idea if I previously had sendmail in there and it changed with
an upgrade or if something else changed.

I leave whether a post-commit hook script failing should lead to an
assertion error in the client as an open question.
