TortoiseSVN does *not* touch any files used by other tools, neither does
it change any settings.
Either you've set up apache to use some of the TSVN files (which you
shouldn't do), or something else is wrong.
(or you installed a really old version of TSVN which used a non-patched
version of apr-iconv - then you could break other svn clients because
apr-iconv uses the global APR_ICONV_PATH env variable to find the *.so
files).
