I am not sure you will always need Apache. I believe if you set up the
unix/linux system to authenticate against LDAP, you can then use
svn+ssh:// access method to use subversion. I am not 100% sure about
this, someone can confirm?

But I do agree that it is helpful to run Apache. If you want to setup a
repository browser, for example, then you need to run Apache anyway. So
as well use http:// access method.
