I added the exit 0 to the bat file but this did not help. I still get the error(on command line and in tortoise).
Any other ideas?

The file should contain like this here:
exit 0
This way, it tells svn that a revprop change is accepted.
Any other behavior of the hook script is interpreted as "no revprop changes allowed".
