Sorry, but that can't work. The reason is that MS Windows recognises
executable files (which those hooks must be) by their extension, so just name
it pre-revprop-change.bat and it should work. This is also documented in the
book, btw.

Oh, that error? ;^)

Seriously, you could have used cut'n'paste for the text instead of sending a
picture to everyone on the whole mailinglist. Oh, btw, you are also sending
both text and HTML. Please read the mailinglist guidelines, they also explain
a few more things and why they are bad.

BTW: in this case it doesn't matter, but generally, TortoiseSVN is a separate
project that only builds on Subversion, therefore you should either reproduce
it with the vanilla commandline client from SVN or maybe report it to the
TSVN people.
