Compiling mod_dontdothat on windows

Hi All,
Can anyone help with this? Asking here because this is a tool
distributed from the subversion site. mod_dontdothat is distributed as
.c source, to be compiled with apxs. The windows version doesn't
include this tool. I have a version of it (in perl) downloaded from
http://www.apachelounge.com for windows. I have also downloaded a copy
of activePerl for windows. Now I get to the next step - using it.
The README for the module mentions this:
$ apxs -c \
       -I$PREFIX/include/subversion-1 \
       -L$PREFIX/lib -lsvn_subr-1

$ apxs -i -n dontdothat mod_dontdothat.la
Again, as its on windows, the include and the lib aren't there.
Where can I get these? Or, where can I get a version of the .so
compiled for windows?
