Since you are on windows its probably not a problem - but since our group jumps back and forth between command line unix and windows - we had quotes around the values (out of habit from unix space separated items i guess) which does not work. For example "Id Author Date" must be
Id Author Date
in the Tortoise window -
Not really sure why it would stop working though - Hopefully someone else can help. We've had ours set for 2 years - and its been working ever since.

from a commit I did back in April. Apparently keyword substitution has
stopped working on my current repository? I've double checked to make sure I
have the syntax correct. I've tried stopping/starting the svn service, and
rebooting the PC. Not sure where else to look, or what else to try. Any
suggestions would be appreciated.
